Winter Storm Uri Forces Major U.S. Chlor-Alkali Shutdowns; Caustic Soda Flake and Industrial Salt Supply Chains Face Severe Disruption
The February 2021 Winter Storm Uri, one of the most devastating winter events in Texas history, sent shockwaves through the U.S. chemical industry. Texas is home to roughly three-quarters of U.S. basic chemical production capacity, and the storm forced major chlor-alkali producers to declare force majeure, halting up to 80% of the nation's basic organic chemical production capacity.
Olin Corporation, the world's largest chlor-alkali producer, was forced to halt production at its Freeport, Texas facility due to lack of electrical power, natural gas, and raw materials, subsequently declaring force majeure on all chemical product shipments from North America. OxyChem suspended operations at its Ingleside, Texas complex, which produces 678,000 tons of caustic soda annually. Westlake Chemical and Formosa Plastics also declared force majeure following equipment failures and flooding at their Gulf Coast facilities.
According to the Federal Reserve Bank of Dallas, industrial production of chemicals fell 8% in February 2021—the largest one-month decline since January 1972. Chemical railcar loadings dropped 28% during the week ended February 20, marking the steepest one-week decline since 1988.
These disruptions directly impacted the supply of caustic soda flakes and industrial salt, both foundational to chlor-alkali production and essential for downstream industries including water treatment, pulp and paper, and alumina processing. With the 2021 hurricane season approaching, downstream manufacturers face continued uncertainty in securing stable supply.
